 You can get the file off of
 [http://distfiles.macports.org/GraphicsMagick/GraphicsMagick-1.1.7.tar.bz2
 out mirror].  This should happen automatically in a future release (or if
 you install from svn trunk).  You would place the file in
 $prefix/var/macports/distfiles/GraphicsMagick/ and then re-run the "port
 install"  command.
