Comment(by dluke at macports.org):

 Looks like it's caused by --disable-util-dso which was added per #16453

 When I remove it, the sqlite drivers work (and test fine).

 I'm going to do a revbump right now. It's possible that this could break
 the mysql or postgresql support in apr-util (r41196).
