 I see the problem too on 10.4 PPC. I don't see the problem on 10.4 Intel,
 10.5 Intel or 10.5 PPC. I do not have Fink installer nor anything in
 /usr/local. Yes, libiconv does configure itself differently on different
 systems. It is a big problem. There is an m4 macro that is available for
 use in a configure script which detects how libiconv is configured on the
 current system. You can read all about it in the links from #15297.
