 I also was able to build by deactivating icu.  Thanks for the hint.

 Also, it seems that moving the old ports from /opt/local to /opt/local.old
 doesn't actually work (I'd described doing this in my prior comment).  Mac
 OS X still found stuff under there, such as libXpm.
