 I'm having a similar problem. I've tried all the steps above:

 sudo port clean openssl zlib
 sudo port uninstall zlib
 sudo port -d install openssl
 }}}

 And

 {{{
 sudo port upgrade --force installed
 }}}

 And all the migration steps (https://trac.macports.org/wiki/Migration).

 I'm still getting the following error:
