 currently deletes -I${prefix}/include from its cppflags.

 configure.cppflags in tk has seen a lot of churn. Here are the notable
 events that I can see:

  * r32235: tcl and tk updated to 8.5.0; cppflags line added with the value
 -I${workpath}/tcl${version}/generic; aqua variant deleted; commented-out
 quartz variant added
  * r33103: -I${prefix}/include moved to after
 -I${workpath}/tcl${version}/generic in cppflags to avoid picking up an
 already-installed incompatible tcl
  * r39335: tcl and tk updated to 8.5.4; -I${x11prefix}/include added to
 cppflags; quartz variant uncommented
  * r41095: tcl and tk updated to 8.5.5; -I${prefix}/include removed from
 cppflags with no explanation
  * r41100: -I${x11prefix}/include removed from cppflags to fix quartz
 variant
  * r56378: -I${prefix}/include added to cppflags to help find X11 headers
  * r56380: -I${prefix}/include removed from cppflags; pkgconfig dependency
 added instead
