Comment:

 If you got to the rsync part, MacPorts ''is'' installed, it just hasn't
 synced the ports tree yet. Since rsync seems to be unreliable for you, you
 could use a different method. Two alternatives are presented at
 [wiki:FAQ#selfupdatefails].
