 I upgraded, restarted services and even rebooted, but am still
 experiencing failure.

 Command:
 ldapsearch -d 1 -x -L -v -H ldaps://ldap.server.address:port

 Fails at TLS:
 TLS trace: SSL_connect:SSLv2/v3 write client hello A
 TLS trace: SSL_connect:error in SSLv2/v3 read server hello A
 TLS: can't connect: .
 ldap_err2string
 ldap_sasl_bind(SIMPLE): Can't contact LDAP server (-1)
