 Executing the command manually was working because I did it as a normal
 user. Apple requires an another acceptance done by the superuser for
 "system wide" use. The problem was not in the environment but in general
 user permissions. I believe many people solve thos issue as soon as they
 try to use "sudo xcodebuild" in an another context. I just was not as
 lucky and the error was masked by overoptimistic setup.py. Again many
 thanks for your patience and help.
