 Comparing the log output and the Python configure script used by PyQt4, a
 Qt-based c++ file was successfully compiled and executed, but it seems
 like it (via Qt4 internally) failed to either (1) create the named output
 file that it uses to glean internal info from QMake; or (2) the named
 output file was not created in the correct location. Quite strange.

 Have you tried:
 {{{
 sudo port clean py27-pyqt4
 }}}
 and then installing / upgrading again?  Do you get the same error?
