 Because upstream still hasn't released a final version of ZeroMQ v3.  This
 last release candidate - RC2 - is almost there.
 See the announcement mail in comment #6 and look at the tarballs names in
 http://download.zeromq.org/ : the 3.0.x and 3.1.x releases were alphas and
 betas, the 3.2.x are RCs.
