 Ok,

 the problem is not subversion per se, but the combination of subversion
 1.8 and the -s option.
 {{{
 git svn clone -s -r100000:HEAD
 https://svn.macports.org/repository/macports/trunk/dports
 }}}
 fails as described. But
 {{{
 git svn clone -s -r100000:HEAD
 https://svn.macports.org/repository/macports
 }}}
 works. As well as
 {{{
 git svn clone -r100000:HEAD
 https://svn.macports.org/repository/macports/trunk/dports
 }}}
