 I assume you're talking about the boost port, since that's the only one
 that uses a patchfile of that name.

 The patchfile is not meant to be downloaded; it's meant to already be in
 the files directory. Is it not on your system? It is on mine, and this
 patchfile has not been changed in over 2 years. Have you run `sudo port
 selfupdate` lately? If not, try that.
