Comment:

 The build assumes that `/Developer/Headers/FlatCarbon` exists, which has
 been a bad assumption since Xcode 4 was released. It should be using the
 CoreServices framework header instead of the Carbon headers.

 r130542 fixes this for me. Please wait a half hour, do a selfupdate, clean
 `p5.16-macosx-file`, and try installing again.
