 A few quick notes:

   1. It is not valid to depend on the stub port {{{p5-text-csv}}}, use the
 perl 5.16 version.
   1. The maintainer field is invalid. Use nomaintainer or your email
 address (obfuscated).
   1. Change the {{{configure           {} }}} line to {{{use_configure
 no}}}
