This was the issue, and `sudo port clean wxWidgets-3.0` works exactly.

fetch phase. MacPorts thinks that the next step is checksumming
`wxWidgets-3.0.2.tar.bz2`, but it really needs to start over and fetch the
new distfile, which doesn’t exist yet. Cleaning will reset the relevant
state, convincing MacPorts to start again from the beginning.
Now I understand. Thank you. This issue has been resolved, and can be
closed.
