 ngrep: add various patches + use pcre

  - avoid sourceforge redirects
  - add openmaintainer for now - maintainer timeout
  - use macports pcre instead of ngrep's regex
  - use Debian's patches : ipv6, man, building, locale
  - enable-ipv6
