Comment:

 The rsync server is working fine for me; must be a problem specific to
 your network. Talk to your network administrator, or configure MacPorts to
 use a syncing method other than rsync (such as svn or http), and use "sudo
 port sync" instead of "sudo port selfupdate" (and manually install new
 MacPorts versions when they're released.
