 This Porfile diff updates arb to 6.0.4.

 The update resolves problems installing arb on systems with SIP enabled
 [https://trac.macports.org/ticket/49963] and addresses the muscle error
 [https://trac.macports.org/ticket/51156].  Those tickets can now be
 closed.

 The following files are no longer used and can be removed:[[BR]]
 patch-ARB-globalsosx.cpp.diff[[BR]]
 patch-ARB-arb_compiler_version.pl.diff[[BR]]
 patch-Makefile.diff
