 Doing the above didn't upgrade anything.  But, then when I attempted to
 upgrade again, it worked.  So, I think that probably cleaning all the
 installed "py*-scipy" is what fixed it?
 Anyway, the upgrade does now work for me.  But, I can't close the ticket.
