 Much as we already use a bundled copy of a newer Tcl, MacPorts should use
 a bundled copy of a newer libcurl (and CA certificate bundle?) rather than
 the OS X version. On older systems, the OS X version of libcurl cannot
 connect to some https sites, including pypi (see #51509) and also
 https://distfiles.macports.org and https://packages.macports.org .
