 I think there might be another solution, one that doesn't require a hard
 dependency on curl.

 If the curl function from Pextlib fails with an error that's likely to
 signal a TLS problem (and unlikely to have another cause), try again using
 the curl `command` (or wget). If that fails too and the command isn't
 found in ${prefix}/bin, instruct the user to install port:curl .

 That'd be a 1-time investment to upgrade the Tcl function calling
 Pextlib::curl, but no cyclic or otherwise problematic dependencies will be
 introduced, and users don't have to follow more complex instructions than
 necessary.
