10.13.6 which presumably means that you have {{{py-mkl}}} version
{{{2019.0}}}, correct? If so, that's likely the difference as I am on
macOS 10.15.7 and therefore get 2021.2.0.

Great! Can you also please double-check then that you haven't installed
the MKL libraries any other way and that is the reason that in
{{{numpy/distutils/system_info.py}}} it decides that the libraries are
available (and then still links to the one in the MacPorts prefix?
