 libnewt: Add py*-libnewt and whiptcl subports

 Move tcl bindings to new whiptcl subport.

 Add new py*-libnewt subports for the "snack" python bindings.

 A bunch of build system patches are needed to make this work, to be
 submitted to the developers in due course.
