True. The installer runs selfupdate for you. But if what you want to  
do is selfupdate, it's simpler to type "port selfupdate" than rerun  
the whole installer.

selfupdate includes sync. sync updates your portfiles. selfupdate  
updates your portfiles and also your MacPorts base code. The message  
told you that the MacPorts base code was not updated because it was  
already up to date. Your ports were also updated, although no message  
was printed to tell you this.
