xorg-libX11 now depends on groff, why?

Notice it's a build dependency.  It's used to build the documentation.

Yes.  The earlier version used the system's version of groff to build documentation, but there is a bug with the version of groff on Leopard and Tiger... so MP's groff needs to be pulled in.
