How do I force a tarball download?

After running "sudo port clean --all p5-error" I was able to successfully
run "sudo port install p5-error". I now have a working ports installation
again.

The source of my confusion was that I wasn't clear about the distinction
between distfiles and work directories.

Thanks for your help.
