Sorry, but yes. The support is not complete in 10.6 (and possibly other pre-10.9 OS X version). The symptom is that it cannot find the appropriate C++11 headerfiles but instead picks those from Apple's gcc-4.2 .
It was made quite clear to me that this situation wouldn't be improved, so I forgot about the details (and concluded that I'm fine as long as gcc observes the C++11 honours where and as far as needed). Wasn't very long ago, cannot be completely snowed under in the ML archives yet.
