Two PortIndex files

I've set up a fresh install of MacPorts on a new machine, and I'm unclear on why two PortIndexes are created:

$ find /opt/local -name PortIndex | xargs ls -ld
-rw-r--r--  1 root  admin  11675958 Sep 29 18:00 /opt/local/var/macports/sources/rsync.macports.org/release/tarballs/PortIndex
-rw-r--r--  1 root  wheel  11676300 Sep 29 20:30 /opt/local/var/macports/sources/rsync.macports.org/release/tarballs/ports/PortIndex
