 mm, actually I just checked, those are the perms:

 drwx------  5 kain  wheel /Library/Application
 Support/Developer/Shared/Xcode/Project Templates/Application
 drwx------  3 kain  wheel /Library/Application
 Support/Developer/Shared/Xcode/Target Templates
 }}}

 {{{
 kain-osx:Xcode kain$ touch Target\ Templates/test
 touch: Target Templates/test: Permission denied
 }}}

 also in finder those two folders are bolded with access denied mini, ofc
 meaning I cannot perform operations.
 kain is the user I'm using, before installing the newest nightly I wiped
 this folder to test the new folders permissions; the previous content was
 okay with permissions.
