 MacRuby looks in the outer scope as well, when the user provided a full
 path to the constant:

 {{{
 $ macruby -e 'module X; end; p X::String'
 String
 }}}

 MRI doesn't do this:

 {{{
 $ ruby19 -e 'module X; end; p X::String'
 -e:1:in `<main>': uninitialized constant X::String (NameError)
 }}}
