No idea.
I do not work at Apple and also suffer from the situation.

One solution is to use the http://smartcardservices.macosforge.org/
project to distribute an up to date and neutral PC/SC layer.
If Apple do not want/can't put more resources in the smartcardservices
project then the "community" must take that in charge.

I have a long list of bugs to fix in smartcardservices. But I need
funding to allocate time to work on them.
