[SmartcardServices-Users] New CAC-NG Installer v.96

Thanks a mint, but  I gave up and upgraded from 10.5.8 to 10.6 and now I'm
able to view certs and bind to URLs via Keychain Access on my PIV-II type DOD
issued CAC.
