JPKI is the Japanese PKI smartcard model.  IIRC, that'll be the last tokend to load for an unrecognized smartcard.  

When debugging I find it less confusing to restrict the OS to a single tokend.  Just move the package directories out of /System/Library/Security/tokend/ to temporary storage (you can put them back later) and leave Coolkey.tokend in place.  Then you can debug Coolkey.

However, I'm not positive that Secure Token is using the stock Coolkey data model.  You should contact your contract sponsor's PKI office for help.
