[SmartcardServices-Users] OS X 10.11 and SmartCard Services

10.11 looks for drivers in /usr/local/libexec/SmartCardServices/drivers, which is now preferred location for user-installable smart card reader driver bundles.  Moreover, /etc/reader.conf is honored in 10.11 again.
