<div>To answer non-athoritatively, it has never shipped with the Smart Card Services installer from Mac OS Forge. It was included in 10.6 and 10.7 and shipped in the OS as part of the Golden Master. </div>

<div>It is unclear why they stopped providing it, it does work for auth/signing and decryption, even on the latest versions of the operating system. To use it. one could track down the older binary or build from source as needed.</div>
