Yes. I tried it on a machine I've never even touched before, and I  
still see the problem. As far as I can tell the only connecting factor  
I've found is myself. Perhaps I'm doing something wrong. However -  
installing rc3, rebooting (just to be sure) and starting X11 and  
trying the steps - I don't see how I'm doing anything wrong.

I'm puzzled. Perhaps I'll try nuking X11 completely and installing  
from scratch.
