I've already mentioned that I don't intend to fix this.  I don't know  
what the problem is, and Tiger is ancient.  If someone else figures  
out the fix, or it falls in my lap, I'll apply it, but I don't intend  
to spend resources investigating it.

All the windows are there, but only 9 get command key shortcuts.

What do you mean by that?
