I'm not sure what you're asking here.  The latest version of xrandr (1.3.3) is available from MacPorts as the xrandr Port and is also in XQuartz-2.5.3 (which has a CFBundleVersion of 2.5.19 for Leopard and 2.5.20 for Snow Leoaprd).
