The compiler suite is Apple's gcc 4.0.1 from XCode 3.0. The source file was emacs-23.0.0_NS-9.0rc3.tar.bz2 from <http://downloads.sourceforge.net /emacs-app>. I've submitted a ticket for this per suggestion of Chris.
