The XML data you are sending in the REPORT body is wrong. The start/end 
attributes in the <time-range> element MUST be UTC values which means they 
need to have a 'Z' at the end of the date-time values (just as they do in 
the actual iCalendar data when representing a UTC value). You will 
obviously have to make sure you adjust those values to the appropriate UTC 
time period you are interested in.
