[darwinbuild] RELEASE: Darwin Build Scripts 0.7.1

The Darwin Build Scripts 0.7.1 release is available[1].  The full  
list of changes is available on the web[2].

This release includes the changes to "binary_sites" semantics  
proposed on the mailing list[3], along with additional bug fixes and  
features in development.
