Matthew,

Does the hash of the file you downloaded match?

Download link:		https://github.com/smartcardservices/smartcardservices/releases/ <https://github.com/smartcardservices/smartcardservices/releases/download/2.1.2/SmartCardServices2.1.2-OSX10.12.zip>

$ openssl dgst -sha256 <Path-To-Insaller>/SmartCardServices2.1.2-OSX10.12.zip
SHA256(<Path-To-Insaller>/SmartCardServices2.1.2-OSX10.12.zip)= ae927e6f547f77b70b5ecd4ffcb8930e420361b633e00f099a65ad094cd937a4

It is does not match then something has indeed modified it. If it matches, you are fine and just need to bypass Gatekeeper for this installer — why? Because that particular installer was signed with a valid, but inappropriate code signing certificate — it needs the Mac Developer Installer certificate which it will in the near future.
