Pretty sure that Ben posted code to do that:

+  ProcessSerialNumber psn = { 0, kCurrentProcess };
+  fprintf(stderr, "Calling TransformProcessType\n");
+  TransformProcessType(&psn, kProcessTransformToForegroundApplication);
+  SetFrontProcess(&psn);

So, I guess you'd need to look at the docs for TransformProcessType().
