This isn't happening to me.  I do:
ctrl-2
open an xterm
ctr-3
open an xterm
typing goes into space 3's xterm
ctrl-2
typing goes into space 2's xterm
ctrl-3
typing goes into space 3's xterm

I also tried F8 to switch spaces, and it "just works" still...

I tried the 'create 2 here and drag one over' and haven't been able to  
reproduce this still =(

Any info is helpful.  Lack of info is not helpful.  ;)  I just need to  
figure out what you are doing that I am not that is triggering this.

yeah... well, that is problematic right now.  I need to figure out a  
way that will bring them forward on command-tab but not bring them  
forward when exposé-F9 is used...

We're trading this issue for the exposé fix right now.
