Well then you need to elaborate on your problem, since I can't  
reproduce it.

I start a vncserver (using tightvnc):

~ $ vncserver
...
~ $ vncviewer localhost:5

I drag the viewer slightly offscreen to the left, then I click on the  
zoom button.  It then appears with the upper left corner of the window  
just below the lower left of the OSX menu bar.  The window is its  
maximized size (which is less than the display size).

I also tried with a vnc server that was larger than my display:

~ $ vncserver -geometry 2048x2048

and that works as expected.
