On Tiger there is another one: although an Aqua application has the  
focus (for example Console) tool-tips of X11 applications pop up!  
Gkrellm is particularly notorious. It opens a large window with  
weather data ... or times of sun or moon rise and set. Only another  
X11 application works as "shield." My other, preferred, X11  
application, GNU Emacs, also displays tool-tips although not  
activated or selected.
