[darwinbuild] proposed modification to InstallHeader() behavior

Hmm found a bug, change from:
     if [ $InstallSelfBuiltHeader -eq 0 ]; then
to:
     if [ $InstallSelfBuiltHeader -eq 0 -a -n "$SelfBuiltRoot" ]; then
