I have no idea.  It was a bug found (by you on ATI 5600) in Leopard.  The problem was fixed by ATI in Snow Leopard, but the issue also exists with some nVidia drivers... 

I suggest you file a bug report at http://bugreport.apple.com as it may need to be tracked for your particular hardware.
